The Cayman Islands Monetary Authority (CIMA) on Thursday published decision notices announcing enforcement action against RSIF Management Limited, RC Advisory Limited, and directors Mr. Guy Chhay and Mr. Zhi Chen, official extracts on the regulator’s decision-notices page show.
The notices cover the cancellation of firm and director registrations under CIMA’s statutory powers.
Guy Chhay notice
The most detailed notice among the published extracts concerns Mr. Guy Chhay. CIMA cancelled his director registration under section 25(2)(a) of the Directors Registration and Licensing Act, 2014 (as amended), with an effective date of 3 December 2025.
The notice said CIMA found he was carrying on business “in a manner detrimental to the public interest or to the interests of the covered entity” and was “not a fit and proper person to hold a position as a registered director.” He has the right to appeal to the Grand Court.
